A czar, according to the dictionary, was the ruler -- the absolute ruler -- of Russia prior to the Communist revolution.
With that in mind, how do you think the heroes who risked everything in their fight to free America from the rule of the far less despotic British crown would have reacted to the idea of having a czar? How do you think they would view today's Americans who are quiescent about having a multitude of czars, not accountable to anyone, exercising authority over a great many, and ever increasing number of aspects of the country and its citizens' individual lives?
They would despise us and rightfully so. We deserve their contempt and should be ashamed.
