Portugal may be leading the way on easing the multitude of drug problems that afflict western societies. It decriminalized -- something that is different than legalizing -- most drug offenses a decade ago.  Its  experience indicates that its approach works better than the horrendously expensive but obviously counterproductive and unsuccessful war that the U.S. now has been conducting for a century.
