When a political office holder wants to do something that is unpopular but is unwilling to pay the political price for pushing it he or she appoints a bipartisan commission to study the matter and come up with recommendations with respect to it.
The commission members are carefully selected whores from both parties. They know and are known to be willing to do what is expected of them: Go through the motions, gravely recommend, and steadfastly take the heat for what the office holder who named them wanted to do from the outset.
